The jobholder reports to the Repair Embodiment Resources Manager (AMESBC) in Dubai.
The Working-Party Team Leader is part of a pool of Certifying and Support staff, functionally supervised by Toulouse HQ and operationally managed by Dubai.
BASIC PURPOSE
In the view of grow-up of the Working-Parties activity and the support of Airbus fleet all around the world,
the need of Working-Party Team Leaders is rising up and several positions will be opened soon in Europe and the Regions i.e. USA, Asia and the Middle East. In this frame, a position of Working-Party Team Leader located in Dubai is opened.
The Working-Party Team Leader is a Licenced Aircraft Engineer (LAE) holding a Part66 license and in charge of performing a working party (technical changes and or repair) on a delivered aircraft through managing a team of people sent by AIB to a customer site.
He is responsible for establishing the Working Party file and issuing the certificate of release for the work package performed, in accordance with EASA Part 145 rules and Airbus procedures.
He can act as Repair Embodiment Manager in case of major repair, from assessment to release, and will remain accountable for the repair embodiment process. As such, he manages operationally and functionally all occupations/jobs on-site (spares rep, engineering rep, preparators, sub-contractors and workers / Inspectors).
DIMENSIONS
To lead a team up to 30 people from the working-party core team or from manufacturing units.
Working Parties can reach a value of approx. 4 M Euros, involving up to 3000 MH.
MAJOR PROBLEMS TO BE SOLVED IN THE POSITION
- To manage a team of different nationalities/cultures on site, far from Airbus structure.
- To monitor on site activities of people from different skills and origins (Engineering, Spare representatives, Manufacturing)
- To travel short/long term and be available / flexible.
- To keep WP expenses within estimated/agreed budget.
- To complete the WP according to contractual agreed schedule.
- To comply with EASA Part 145 airworthiness regulation.
- To take into account specific/last minute customer request, negotiate additional/differed items
- To perform necessary training and qualification process to cope with new aircraft types and Airworthiness authorities new regulations.
MAIN RESPONSIBILITIES
- Ensure airworthiness of the aircraft for the work performed through the WP, sign the Certificate of Release to service and deliver back the aircraft to customer
- Negotiate with Manufacturing and third parties (vendors, repair stations ...) availability of competent staff (Mechanics, electricians..)
- Participate in the Working Party Preparation with the preparation group (Work scope, Work planning, Resources, Doc/material/logistic
- Allocate tasks to staff according to the competence required.
- Manage the working party on site:
- Ensure the working party installation (check of the facilities to comply to our processes)
- Safety risk assessment (before whilst & after any maintenance activities = dynamic assessment)
- Core team, workers from manufacturing units, subcontractors teams
- Representatives from Engineering, Spares…
- Ensure the day to day management of the W/P and Coordinate with customer on site and review W/P progress
- Ensure optimal monitoring of multi skills teams , on the human aspects as on the technical ones
- Ensure Ethic & Compliance aspect in all circumstances (team & customer management, customs handling, diverse ordering…)
- Ensure completion of work within agreed down time and agreed budget.
- Establish Working Party file and issue certificate of release for the work package performed, in accordance with EASA/FAR Part 145 rules and Airbus procedures.
- Ensure accurate and concise reporting.
- Perform working parties stand by when available in Toulouse
- On request manage major repair, all along the process from Assessment to Certificate of release with the objective to minimize global lead time
- Monitor additional parts / components / tools / consumables and ensure availability.
- Perform incoming inspection of parts / tools and of the aircraft.
- Negotiate and document additional work required by the customer.
- Participate in audits from the airworthiness authorities.
MAJOR END RESULTS
- Ensure working party completion within budget and schedule as well as to the required level of safety and quality.
- Guaranty compliance with EASA Part 145 regulation.
- Contribute to working party improvement for procedures, forms, quality, lead time, tooling, and by the way the customer satisfaction.
